The Challenge

An international consortium of energy stakeholders and development partners needed a structured technology evaluation and co-investment programme to assess and pilot distributed energy solutions across East African markets. Over 40 proposals had been submitted with no consistent assessment framework and no agreed investment criteria. Consortium members were based in three countries and had competing priorities.
